This is one of Ukraine’s first investment projects in the small-scale wind energy sector that uses renovated or “never-used” equipment, combining high economic efficiency with a short implementation cycle.
Project Ready for Investment:
- Capacity: up to 4.6 MW (2 turbines of 2.0 or 2.3 MW each)
- Commercial average wind speed: 6.9 m/s at 105 m height (based on WindPro data)
- Stage: mid-development, ready for construction in 2026–2027
- Grid connection: preliminary agreement reached with the local distribution system operator for connection to a nearby substation
The project is being developed in full compliance with Ukrainian legislation: land lease agreements have been signed, the environmental impact assessment (EIA) is in progress, the detailed plan of the territory (DPT) is under approval, and the grid connection technical conditions are being finalized.
Two Investment Participation Options
- Option 1:
Acquisition of the project company (LLC) with a complete set of permits — a “ready-to-build” asset priced at €260,000.
This option allows the investor to immediately begin construction and integrate the asset into an existing renewable energy portfolio.
- Option 2:
Acquisition of the project company with a complete permitting package plus full technical support during equipment procurement and until commissioning.
Estimated payback period: 3.5 - 4 years; Internal Rate of Return (IRR): 17–21%; Return on Investment (ROI): up to 450% over 20 years.
Why Now: The Used Turbine Market as a Path to Rapid Recovery
Ukraine needs new generation capacity today. In wartime conditions and with limited access to capital, refurbished or never-used equipment provides a practical and efficient path to fast energy restoration:
- reduces CAPEX by 50–70% compared to new turbines;
- enables project implementation within 3–6 months, avoiding long manufacturing lead times;
- ensures power supply to local communities and critical infrastructure;
- minimizes logistics and currency risks.
About the Developer
MCL LLC (MCL Group) is a Ukrainian company with over 13 years of experience in environmental engineering, project design, and the development of wind power plants using both new and refurbished equipment.
The company’s portfolio includes over 24 MW of projects with used turbines and 144 MW of projects with new wind energy equipment currently under development.
In total, MCL has contributed to the development of more than 600 MW of wind power capacity in Ukraine - projects that are either operational or under construction.
Combining engineering expertise, regulatory competence, and a “from concept to commissioning” approach, MCLprovides investors with comprehensive project support at every stage of development - from land acquisition to grid connection and operational launch.
