Akhmetov’s Metinvest Acquires Romania’s AMTP Iași Pipe Plant with 240,000 t Annual Capacity

Rinat Akhmetov’s Metinvest Group has acquired the Romanian AMTP Iași plant with an annual capacity of 240,000 tonnes, expanding its presence in the European pipe market

Metinvest Group, owned by Rinat Akhmetov, has gained full control of the Romanian company ArcelorMittal Tubular Products Iași S.A. (AMTP Iași), the company announced on December 17. The plant specializes in the production of small-diameter welded structural pipes used in construction, mechanical engineering, infrastructure projects, and the agricultural sector. The facility’s maximum production capacity is 240,000 tonnes per year.

According to Metinvest, the plant’s capacity enables stable pipe production and supply, while its location in Romania—just 600 km from Zaporizhzhia—allows for the annual shipment of up to 180,000 tonnes of Ukrainian-produced hot-rolled coil, integrating the Romanian asset into the group’s production chain.

The transaction approval process lasted several months. On October 21, 2025, the deal was submitted to the European Commission for review, and on November 24 it was approved under the EU Merger Regulation. The following day, Romania’s national competition authority also granted clearance after reviewing the foreign investment.

In 2026, AMTP Iași is expected to be integrated into Metinvest’s production and organizational chains. The plant is equipped with five pipe mills, two longitudinal slitting lines, and two coating lines. Metinvest has confirmed that all existing labor contracts with the plant’s employees will be honored.

The acquisition of AMTP Iași will allow Metinvest to extend its production chain to finished products, ensure stable utilization of both the Romanian facility and its Ukrainian plants, and support production stability in the region. Romania imports more than 400,000 tonnes of welded pipes annually, creating steady demand for the plant’s output. Metinvest views the acquisition as a potential first step toward broader expansion in the Romanian market.

Earlier, in early October, Metinvest confirmed its interest in acquiring Liberty Galați, the country’s only flat steel producer with a capacity of around 2 million tonnes of steel per year, which also owns 99.99% of Liberty Tubular Products Galați SA and the Romportmet port complex on the Danube. Unlike AMTP Iași, competition for this asset is expected to be significantly stronger, including from UMB Steel, Steel Mont (Germany), and Kayseri Metal Center (Turkey).

ArcelorMittal Tubular Products Iași S.A. was founded in Iași, Romania, in 1963 as a pipe and profiles plant. The company was officially registered on November 28, 1992, and in 2003 became part of the ArcelorMittal Group, integrating into its international network for steel pipe and profile production.

According to Doing Business RO, the company’s revenue in 2024 amounted to $70 million, down from $88 million in 2023. Net loss for 2024 reached $15 million. The plant employs 170 people.
