Dionis Energo Eco Park to Launch in Zhytomyr Region with UAH 800 Million in Investments

The Zhytomyr region is establishing the 13.2 ha Dionis Energo Eco Park industrial park, supported by UAH 800 million in projected corporate investments

The Government of Ukraine has approved the creation of an industrial park named Dionis Energo Eco Park in the Zhytomyr region. The park will cover more than 13.2 hectares. The project was initiated by Dionis Biogas Energy LLC, which launched a new 4.5 MW biogas facility in February 2022. The Cabinet of Ministers approved the park’s inclusion in the Register of Industrial Parks during its Friday meeting, according to the Ministry of Economy, Environment, and Agriculture.

The total expected investment from companies that have already confirmed participation — Ukraine 2001 LLC, Teofipol Energy Company LLC, and First Podillia Energy Company LLC — amounts to approximately UAH 800 million. The park’s development will be financed through a combination of participant contributions and state budget allocations.

Dionis Energo Eco Park will host enterprises engaged in biogas, bioethanol, and bioplastic production; alternative energy generation; manufacturing of building materials; food processing; and the production of fertilizers and nitrogen compounds. A key feature of the park will be its focus on clean technologies and energy efficiency, which, according to Deputy Minister of Economy, Environment, and Agriculture Vitalii Kyndrativ, aligns fully with the national “Made in Ukraine” policy. There are currently more than 112 industrial parks registered in Ukraine.

Dionis BGE LLC, whose primary activity is electricity production, was established in 2020. Its owners and ultimate beneficiaries are Inna Shkolna and Serhii Naholiuk. In 2024, the company reported a net profit of UAH 11.7 million and revenues of UAH 66.6 million; from January to September 2025, these figures amounted to UAH 1.8 million and UAH 56.8 million respectively.

Teofipol Energy Company and First Podillia Energy Company are part of the Ukraine 2001 group, whose president and ultimate beneficiary is entrepreneur Vadym Leivi. The Ukraine 2001 group is engaged in grain and industrial crop cultivation, livestock and pig breeding, sugar beet processing, and sugar production.

Teofipol Energy Company (Khmelnytskyi region) specializes in electricity production and has built a 26 MW biogas complex and a bioethanol plant, exporting bioethanol to EU countries. In 2024, the company generated UAH 855 million in revenue. First Podillia Energy Company (Lviv) is a major bioethanol exporter, reporting net revenue of UAH 1.76 billion in 2024.
