Vinnytsia is set to host the construction of a modern, European-level logistics hub — FROST HUB Vinnytsia. The project will become one of the largest and most technologically advanced logistics complexes in Central Ukraine. The new Class A logistics center will feature multi-temperature storage facilities capable of handling products ranging from deep-frozen to chilled and dry goods. The complex will provide a full range of 3PL services, including storage, transportation, packaging, labeling, and supply chain management.
The hub will be located within one of Vinnytsia’s industrial parks, ensuring access to ready-made infrastructure and a strategically advantageous location. The first phase of the project, valued at €10 million, will create 150 new jobs. The complex will feature modern energy-efficient technologies, an automated Warehouse Management System (WMS), and compliance with HACCP, ISO, and ESG international standards. It will have a power capacity of 3.5 MW with the potential integration of renewable energy sources. The total area of the logistics hub will reach 17,000 square meters, and construction will proceed in two phases. The project team also plans to collaborate with educational institutions to train a new generation of logistics specialists skilled in modern technologies.
According to the development plan, design works will be completed in 2025, construction will begin in spring 2026, and the first phase of the multi-temperature warehouse is expected to be commissioned in Q1 2027. Vinnytsia Deputy Mayor Andrii Ocheretnyi stated that the project will strengthen the city’s role as a key logistics hub in Ukraine, create new opportunities for the agricultural, retail, and pharmaceutical sectors, and support the region’s integration into the European logistics network. Vitalii Poghosyan, Director of FROST HUB Vinnytsia, noted that Vinnytsia was chosen for its advantageous location at the intersection of international transport routes and its well-developed infrastructure.
The project’s development comes amid the rapid expansion of Ukraine’s industrial park network. In January 2025, Ukraine registered its 100th industrial park, marking an important milestone for the national economy. According to the Ministry of Economy, 31 new industrial parks began operations in 2024 — a record number achieved despite the ongoing war. By comparison, only eight parks were added in 2022 and thirteen in 2023.
According to the OECD, as of March 2025, the manufacturing sector accounted for 10.3% of Ukraine’s GDP. The Ministry of Economy projects that with continued industrial park development, this figure could double within the next decade.
The Ministry also estimates that each hectare of an industrial park creates up to 50 new jobs, while every 1 hryvnia of public investment attracts 5–6 hryvnias of private capital. Additionally, each $1 of private investment generates approximately $19 in taxes and fees over five years.
Currently, Vinnytsia hosts five industrial parks covering a total area of over 135 hectares, one of which — “Ecological Initiatives” — is in the process of registration. One of these parks will serve as the construction site for FROST HUB Vinnytsia.
This project will not only establish a state-of-the-art logistics center but also become a major driver of industrial development in the region, enhance the investment attractiveness of Vinnytsia region, and contribute to Ukraine’s integration into European economic value chains.
