GovTech Lab to Fund Three Projects with $100,000 Each to Drive Innovation in the Public Sector

Under the GovTech Lab Ukraine program, selected startups will receive funding to integrate their solutions into the public sector.

Ukrainian startup Obriy AI, which automates citizens’ access to primary legal aid, will receive $100,000 to pilot its SURE platform. The platform processes citizen requests, analyzes their content, works with knowledge bases, and supports operators during consultations. The Ministry of Justice of Ukraine serves as the project’s government partner.

In addition, two European startups will receive funding. Citytax UAB will implement a platform for registering accommodation facilities and administering the tourist tax, enabling structured data management and oversight of unregistered properties. The State Agency for Tourism Development of Ukraine is the government partner.

Itera will automate the collection, structuring, and verification of construction documentation, ensuring a transparent decision-making process for construction permits. The government partner is the State Inspectorate for Architecture and Urban Planning of Ukraine.

The startups will receive funding to implement pilot projects. At the next stage of the program, they will work with their government partners to test the solutions in real-world conditions, assess their effectiveness, and prepare for scaling.

In December 2024, the world’s second GovTech center opened in Kyiv as a joint initiative of the World Economic Forum, the Ministry of Digital Transformation of Ukraine, and the Eastern Europe Foundation. The center is led by Zoya Lytvyn, a manager and social entrepreneur specializing in digital transformation. It brings together the public and private sectors to advance government technologies and innovation, focusing on analyzing global trends, identifying partners for projects in AI, EdTech, defense technology, biotech, green technology, and autonomous systems, as well as training digital leaders and creating a platform for testing and deploying innovations jointly with CDTO Campus.

Funding for startups and the activities of the GovTech center are aimed at accelerating the adoption of innovative digital solutions in Ukraine’s public sector, enhancing process transparency, and developing competencies in government technologies.
