Lviv-Based Company Plans to Build a 50 MW Wind Farm Near Lutsk

Lviv-based Zakhidna VES 3 plans to develop a 50 MW wind farm in the Volyn Region, investing in 15 wind turbines and related energy infrastructure

Lviv-based Zakhidna VES 3 LLC plans to implement a new renewable energy project by constructing a wind farm with an installed capacity of 50 MW in the Lutsk District of the Volyn Region. A notification of the planned development has been published on the website of the Lutsk District State Administration.

The project provides for the construction of a wind farm comprising approximately 15 wind turbines, each with a capacity of between 3.3 MW and 8 MW. In addition to the turbines, the company plans to build all necessary energy infrastructure, including high-voltage substations, distribution points, and overhead and underground power transmission lines.

The wind farm is planned to be located within the territory of the Horodyshche Village Council in the Lutsk District, outside populated areas. The 35 kV power transmission lines will pass through the territories of the Horodyshche, Torchyn, and Boratyn territorial communities. The electricity generated by the facility is expected to be supplied to Ukraine’s integrated power system.

According to the project documentation, the wind farm is expected to generate approximately 175,000 MWh of electricity annually. The project is also expected to create up to 250 jobs during the construction phase and 25 permanent jobs after the facility is commissioned. Additional benefits for the region are expected to include lease payments to local budgets.

Zakhidna VES 3 is owned by Cyprus-based Lentorex Enterprises LTD, which holds an 85% stake, and Closed Non-Diversified Venture Corporate Investment Fund Greenville JSC, which owns the remaining 15%. Ukrainian businessman Ivan Torskyi is listed as the ultimate beneficial owner.

This is the company’s second wind energy project in the Volyn Region. In April 2026, Zakhidna VES 3 announced plans to build a wind farm with a capacity of up to 50 MW near the village of Horodyshche in the Lutsk District, involving the installation of 13 wind turbines. In addition, in early July, another company associated with Ivan Torskyi, Zakhidna VES 5, announced plans to construct a further wind farm of similar capacity in the Kovel District of the Volyn Region, where 14 wind turbines are expected to be installed.

Ivan Torskyi was previously among the largest property developers in western Ukraine. In 2011–2012, he was included in rankings of Ukraine’s wealthiest entrepreneurs, with his net worth estimated at USD 337 million. His development company, Lviv Instrument Plant PJSC, implements residential projects under the Greenville brand.

The businessman is also actively developing renewable energy projects. In 2020, his company Wind Power GSI commissioned a 50 MW wind farm in the Yavoriv District of the Lviv Region. In early 2024, Torskyi sold a 150 MW wind farm development project in the Volodymyr District of the Volyn Region to the OKKO holding company. According to state registers, the businessman is a tax resident of Portugal.
