Ukrainian Parliament approved the allocation of 2 billion UAH to Entrepreneurship Development Fund

The Verkhovna Rada of Ukraine has passed the bill on functioning of the Entrepreneurship Development Fund at second reading.

A total of 261 MPs voted in favor of the bill No. 2589 "On Amendments to the Law of Ukraine "On the State Budget of Ukraine for 2020" on Ensuring the Functioning of the Entrepreneurship Development Fund", the Verkhovna Rada portal reports.

The bill is aimed at the implementation of the program of state support for small business in Ukraine, the development of entrepreneurship, the promotion of production, export, import substitution, high-tech manufacturing, energy efficiency, innovation, job creation, small business expansion, creation of new businesses, return of labor migrants, etc.

The bill suggests amending some articles and annexes of the Law of Ukraine "On the State Budget of Ukraine for 2020". In particular, it is planned to include the proceeds from early repayment of bills of exchange of the Deposit Guarantee Fund in the sources of financing of the state budget's special fund with a focus on ensuring functioning of the Entrepreneurship Development Fund in 2020.

The decision adopted by the deputies provides for an increase in the special fund of the state budget for 2020 by 2 billion UAH.

The size of loans under this program will reach 1.5 million hryvnias for five years, and the interest rate will depend on revenue and jobs created:

  • 5% per annum - if the revenue is 25 million hryvnias and at least 2 jobs are created.
  • 7% per annum - for a business with revenue of up to 25 million hryvnias, it does not create new jobs, but for each new employee the rate will decrease by 0.5%.
  • 9% per annum - for a business with revenue from 25 to 50 million hryvnias.
