Notaries certified 366,700 property contracts in Ukraine in 2025, down 9.8% from 2024.
Segment breakdown (2025 vs 2024):

Residential sales (apartments and houses): 205,200 contracts — +15%;

Estate homes (садиби): 320 contracts — +44.8%;

Other immovable property: 42,800 — +18%.
At the same time, other contract types saw declines:

exchange contracts — 2,200 (–12.5%);

gift contracts — 108,600 (–39.5%);

lifetime maintenance agreements — 2,000 (–1.5%);

donation agreements — 261 (–6.8%);

other alienation agreements — 5,000 (–31.9%).
Notaries also certified 396 property management contracts (down 8.7%) and 394,100 land plot transfer contracts, which was 0.22% higher than in 2024.
The data signals an overall cooling of real estate transaction activity in 2025, even as demand in key segments such as housing sales continued to grow. Meanwhile, new residential development activity remained active — for example, developers launched significantly more residential complexes in Kyiv and surrounding regions compared to 2024, reflecting ongoing interest in property development and investment.
