UPG Receives Approval to Acquire a Second Batch of Privat Group Fuel Stations

The Antimonopoly Committee of Ukraine has authorized UPG to acquire a second batch of former Privat Group fuel stations — 16 service stations operating under the ANP and Avias brands

On November 27, the Antimonopoly Committee of Ukraine (AMCU) approved the acquisition by LLC “UPG” of an additional 16 fuel stations previously owned by companies linked to the Privat Group. The decision was published on the regulator’s official website.

According to the AMCU ruling, approval was granted for the purchase of stations belonging to the following limited liability companies: Sorella Oil, Naftapryim, Ecotrade Company, Perspektyva Pro, Ailong Evolution, Lider Finans, Like Invest, Sky Proekt, Newport Holding, and Start Business-Plus.

The ultimate beneficial owner of these companies is Yurii Kiperman. The fuel stations operated under the ANP and Avias brands.

This marks the second batch of acquisitions: a week earlier, on November 20, the AMCU granted UPG permission to acquire control over 25 fuel stations that were also part of the Avias and ANP networks. Of these, LLC “UPG” received approval to purchase 10 stations, while Ukrpaletsystem was authorized to lease 15 stations.

Previously, Ukrpaletsystem had already received regulatory approval to lease 383 Privat Group fuel stations.

UPG (Ukrainian Petrol Group) is a Ukrainian network of fuel and service complexes operating in 20 regions across the country. The company’s founder is Volodymyr Petrenko.

In late September 2025, UPG relaunched the first batch of leased Privat Group stations — a total of 34 fuel stations located in Kyiv and the Kyiv region.
