Construction Begins in Ternopil Region on Feed Mill Complex with UAH 1.5 Billion in Investment

A large-scale investment project to build a modern feed mill with an elevator complex has started at the Western Ukrainian industrial park, located in the village of Ostriv in Ternopil region. Total investment in the new production facility is estimated at UAH 1.5 billion, with commissioning scheduled for 2027.

The start of construction was announced on June 3 by Dmytro Kysylevskyi, Deputy Chairman of the Verkhovna Rada Committee on Economic Development. According to him, preparatory earthworks are already underway at the construction site.

The project is being implemented by the agro-industrial corporation Agroprodservice, one of the largest agricultural producers in Western Ukraine. Once construction is completed, the new enterprise will have a capacity of up to 400,000 tonnes of compound feed per year, which will significantly expand the company’s production capabilities and strengthen its position in the animal feed market.

A land plot of around 5 hectares within the expanded industrial park has been allocated for the new production and elevator complex. The need to use a new site is related to the fact that the first phase of the park has already been fully occupied by industrial enterprises.

The investor plans to use the incentives provided by legislation for participants in industrial parks. In particular, the company will be able to import production equipment without paying import duties and value-added tax, which will reduce capital expenditures for the project.

At the same time, the management company of the industrial park is preparing a package of documents to attract state co-financing for the development of engineering infrastructure. The funds are planned to be used to increase the site’s energy capacity, as the new plant requires an additional 10 MW electricity connection.

The implementation of the project became possible due to the large-scale expansion of the industrial park’s territory. In December 2025, its area was officially increased more than fivefold, from 10.6 hectares to 55 hectares. The first phase of the park, covering 10.6 hectares, has already been fully developed with industrial facilities, whose total area reaches around 71,000 sq. m.

Agroprodservice is a vertically integrated agro-industrial group operating mainly in Ternopil and Ivano-Frankivsk regions. The group’s enterprises are active in crop production, livestock farming, grain storage and drying, as well as agricultural services. The company’s land bank is estimated at 40,000–47,000 hectares.

The group’s production infrastructure includes a feed mill, the Ternopil Meat Processing Plant, a soybean processing enterprise, a seed plant equipped with Cimbria machinery, and a network of elevators and warehouse complexes. Pig farming remains one of the company’s key areas of activity, which it has been developing since 2005. Its current pig herd reaches around 130,000 heads, including more than 15,000 sows.

The company’s largest pig complex is located in the village of Nastasiv in Ternopil region and includes a breeding unit, growing sites and a genetic center. The average daily weight gain of animals during fattening is around 900 g, which corresponds to high efficiency indicators for the sector.

The main owners of the agricultural holding are Ivan Chaikivskyi and Tetiana Chaikivska, while Andrii Baran serves as CEO.

The company’s financial results show steady growth. According to YouControl, in 2025 the revenue of Agroprodservice PJSC increased by 23% to UAH 5.3 billion. Net profit rose to UAH 1.6 billion compared with UAH 1.5 billion a year earlier. The implementation of the new project in the industrial park will allow the company to expand processing capacity, strengthen vertical integration of the business and create additional opportunities for the development of its livestock segment.
