A pilot project to develop a modular residential town for internally displaced persons (IDPs) is launching in Myronivka, Kyiv region. The project предусматривает construction of up to 200 modern modular houses on a 12-hectare site, providing housing for approximately 600 IDPs. The first residents are expected to move in during 2026.
Project Stakeholders
A memorandum of cooperation was signed by:
- the Ministry for Communities and Territories Development of Ukraine;
- the Kyiv Regional Military Administration;
- the Myronivka City Council;
- the MHP–Hromadi Charitable Foundation.
The document was signed by Deputy Prime Minister for Restoration and Minister for Communities and Territories Development Oleksii Kuleba, Head of the Kyiv Regional Military Administration Mykola Kalashnyk, representatives of the Myronivka community, and the MHP–Hromadi foundation.
The project is positioned not only as a housing solution but as an integration cluster for displaced persons, featuring:
- autonomous infrastructure;
- a barrier-free environment;
- enhanced security standards under a “Citadel” concept;
- recreational areas;
- 5G coverage;
- job creation in the municipal and local economic sectors.
The MHP–Hromadi Foundation will be responsible for equipping the housing units and supporting employment for residents. The local community will provide the land plot, develop the detailed territorial plan, and ensure long-term maintenance of the settlement.
According to Oleksii Kuleba, approximately 30 similar projects are being prepared in various communities across Ukraine, potentially providing housing for up to 40,000 people.
In parallel:
- a 1,000-apartment residential district is under construction in Bila Tserkva for displaced residents from Mariupol;
- a project is launching in Hoshcha for residents of Bakhmut;
- additional housing solutions are being prepared for IDPs in Kamianske and Zakarpattia region.
Financing will follow a blended model, including:
- state budget funds;
- regional and local budgets;
- private partners;
- donor support.
Separately, the government has introduced a simplified procedure for providing temporary housing to IDPs: organizations may lease state and municipal property at a symbolic rate of UAH 1 per year.
