A wind power plant with a capacity of up to 50 MW is planned for construction in Lutsk district of Ukraine’s Volyn region. The project is being implemented by Lviv entrepreneur Ivan Torskyi through Zakhidna WPP-3 LLC, which is part of his TKS business group.
According to the project documentation, the wind farm will be located near the village of Horodyshche, approximately 9 km from Lutsk. The project provides for the installation of 13 wind turbines, as well as the construction of related infrastructure, including 35 kV power transmission lines. These will pass through the territories of the Torchyn, Horodyshche, and Boratyn territorial communities.
The distance from the wind turbines to the nearest residential buildings will exceed 700 meters. Annual electricity generation is expected to total around 225,000 MWh.
Up to 250 workers are expected to be involved during the construction phase. Once the facility is commissioned, around 25 employees will be responsible for its operation and maintenance.
According to YouControl, Zakhidna WPP-3 LLC is owned by Cyprus-based Lentorex Enterprises LTD (85%) and the Greenville venture investment fund (15%). The ultimate beneficial owner is Ivan Torskyi, an entrepreneur from Truskavets.
Torskyi has previously implemented projects in the wind energy sector. In particular, in 2020, his company Wind Power GSI built a 50 MW wind farm in Yavoriv district of Lviv region. In addition, at the beginning of 2024, he sold a 150 MW wind power project in Volyn region to the OKKO holding group.
Ivan Torskyi was previously among the largest developers in western Ukraine and appeared in rankings of the country’s wealthiest individuals in 2011–2012, with an estimated fortune of around $337 million. Today, his business is focused on residential real estate projects under the Greenville brand and on the development of renewable energy. According to public registries, the entrepreneur is a tax resident of Portugal.
