The State Property Fund of Ukraine (SPFU) is considering the implementation of a public-private partnership (PPP) project for the development of the Palace of the Counts Schönborn in Zakarpattia region, which is not subject to privatization. The project involves attracting a private investor to restore and further commercialize the cultural heritage site with the aim of transforming it into a tourist complex of national importance.
The initiative was presented as part of the report on the first 100 days of work of the new SPFU Head Dmytro Natalukha. The Fund noted that the palace is currently used insufficiently effectively, but has significant tourism and commercial potential.
According to SPFU estimates, the required investment in the project amounts to UAH 200–400 million. Implementation is expected to take 2–4 years, while the payback period is estimated at 8–12 years. After the launch of the tourist location, projected annual revenue is expected to reach UAH 40–80 million, with the anticipated visitor flow reaching up to 150,000 people per year.
In addition to financial indicators, the project is expected to have a significant regional impact: the creation of 100–180 new jobs is expected, along with the development of small and medium-sized businesses in Zakarpattia region due to the growth of tourist traffic and related services.
The SPFU emphasizes that the PPP format will make it possible to ensure effective management of the asset by a private partner, minimize state budget expenditures for its maintenance, and at the same time preserve an architectural monument of national importance.
The Palace of the Counts Schönborn is located in the village of Karpaty and has an area of 2,900 sq. m. Ownership of the asset has been held by the state, represented by the SPFU, since April 23, 2023.
