Ukraine’s Ministry of Digital Transformation plans to attract investment companies to develop a large-scale artificial intelligence (AI) data center. To this end, the ministry intends to hold a competitive selection process among potential investors interested in establishing the facility in Ukraine. The initiative was announced by Ukraine’s Minister of Digital Transformation, Oksana Ferchuk, during the Technovation conference held as part of the Kyiv International Economic Forum.
According to the minister, Ukraine launched its sovereign AI infrastructure, known as the "AI Factory," in late summer. The facility currently operates as a relatively small data center, with plans for further expansion. Developing larger-scale infrastructure is expected to provide the computing capacity needed to experiment with advanced AI models and other data processing systems.
The Ministry of Digital Transformation views the development of domestic computing infrastructure as a key component of Ukraine’s technological sovereignty. To implement these plans, the ministry intends to attract investment companies through a competitive tender process. Details regarding financing terms, the required investment volume, and the construction timeline have not yet been disclosed.
Another priority in the development of Ukraine’s national AI infrastructure is the creation of a Ukrainian-language AI model and a corresponding language data corpus. The Ministry of Digital Transformation plans to publicly launch both in January 2027. The project is being developed in partnership with Ukrainian mobile network operator Kyivstar.
In addition, the ministry intends to continue expanding government digital services and enhancing the investment attractiveness of Diia City, Ukraine’s special legal and regulatory framework designed for technology businesses. Through these initiatives, the ministry aims to facilitate both domestic and foreign investment, including support for Ukrainian companies seeking to expand into international markets.
