Investment in Ukrainian startups in 2025: defence, AI, SaaS, FinTech, major deals, and the transformation of the venture ecosystem

In 2025, Ukraine’s venture ecosystem showed clear signs of restructuring. A significant share of capital was concentrated in defence-focused projects, while AI, FinTech, HealthTech, and SaaS continued to attract investor interest. The ecosystem underwent a stress test amid macroeconomic turbulence, driven in part by global geopolitical risks and shifts in fund behavior.

Defence as the Key Investment Driver

The largest funding rounds were secured by defence-oriented startups. For example, in the third quarter, the defence project Swarmer raised the largest round—$15 million from Broadband Capital Investments. The share of defence deals increased significantly compared with the beginning of the year, reflecting a reorientation of investment priorities under the influence of security considerations.

AI, SaaS, and Technology Niches Show Growth

Alongside defence, interest in intelligent technologies increased noticeably. Limitless Labs, an artificial intelligence startup, raised $4 million, while SaaS projects such as Crosscheck and Clearly successfully closed smaller but steady funding rounds. This points to a broader range of investor interests, with capital seeking opportunities beyond traditional defence themes.

An Ecosystem Under Pressure, Yet Resilient

Despite external challenges, Ukrainian startups continue to attract capital and diversify funding sources—from international venture firms and investment funds to angel investors and specialized accelerator programs. Some deals remain undisclosed, which may indicate a cautious and strategic approach by market participants.

 

Overall, 2025 became a year of testing and reassessment for Ukraine’s venture sector. Capital has concentrated in defence technologies, while AI, SaaS, FinTech, and HealthTech continue to develop in parallel. This suggests that the ecosystem is not only adapting to new realities but also laying the groundwork for the next growth cycle.
