Dragon Capital to Sell Smart Plaza Obolon Mall to Oksi Bank Owner Oleh Baliash

Dragon Capital, the investment company founded by Tomas Fiala, intends to sell the Smart Plaza Obolon shopping and entertainment center in Kyiv to Leviter, a company owned by Lviv businessman Oleh Baliash. The Antimonopoly Committee of Ukraine (AMCU) was scheduled to consider granting approval for the transaction on July 30.

According to information published on the AMCU website, the committee will review an application submitted by Leviter LLC to acquire control over Barkond LLC. The documents were filed on June 17, 2026.

Barkond LLC owns the Smart Plaza Obolon shopping and entertainment center, located at 19 Obolonskyi Avenue in Kyiv, next to the Minska metro station.

The buyer is Leviter, a company owned by Oleh Baliash. According to YouControl, the Baliash family controls Oksi Bank, as well as the Shok and Krez consumer electronics and household appliance retail chains. Oleh Baliash also owns the Smart Plaza Polytech shopping center in Kyiv and the Opera Passage shopping center in Lviv, and the acquisition would expand his commercial real estate portfolio.

Dragon Capital acquired Smart Plaza Obolon in 2019 through URE Holding Limited, a company within the group. At the time of the transaction, the property had been developed by A-Development, although the acquisition price was not disclosed.

Smart Plaza Obolon opened in January 2019. The complex has a gross leasable area exceeding 9,000 square meters. Due to its location directly next to the Minska metro station, the property is considered one of Kyiv’s sought-after neighborhood shopping centers.

The financial performance of the property-owning company indicates steady business growth. According to YouControl, Barkond LLC’s revenue increased by 17% in 2025 to UAH 133.7 million. In the first quarter of 2026, the company’s revenue grew by a further 9.6% year on year to UAH 36.5 million.

If the AMCU approves the transaction, Smart Plaza Obolon will become another commercial real estate asset in Oleh Baliash’s portfolio, while Dragon Capital will continue rotating its assets in the Ukrainian real estate market.
