DTEK Plans to Raise €150 Million to Restore 4 GW of Generation Capacity by Winter 2026–2027

Energy group DTEK intends to secure approximately €150 million in external financing to complete its program for restoring damaged generation capacity ahead of the next heating season

Energy group DTEK plans to attract around €150 million in external financing to complete its program for restoring generation capacity destroyed by attacks before the next heating season.

This was announced by DTEK CEO Maksym Timchenko during the roundtable “Energy War: How to Switch Off Tyranny,” organized by the Kyiv Security Forum on the sidelines of the 62nd Munich Security Conference.

According to him, the total cost of restoring generation facilities damaged by Russian attacks is estimated at €300 million. Half of this amount has already been secured through the company’s own resources.

For our company, we have defined a recovery budget of €300 million by next year. Half of this amount has already been covered with our own resources. We are now turning to colleagues and partners to help close the remaining gap — approximately €150 million — to restore 4,000 MW of capacity, Timchenko said.

The plan involves restoring 4 GW of generation capacity, which the company estimates will be sufficient to ensure a stable heating season in 2026–2027.

Thermal Power Plants as the Fastest Path to Energy Resilience

According to the DTEK CEO, restoring thermal power plants (TPPs) and combined heat and power plants (CHPs) is the most оперативное and economically viable solution for winter preparation.

Timchenko explained that at least 10 months typically pass between securing financing and commissioning equipment. For this reason, May 2026 has been identified as the critical deadline for finalizing the full financial and technical plan.

“By May, at the government level, we must clearly understand: this is the list of equipment we need, this is the source of financing, and we are placing orders for production. When it comes to restoring damaged substations and generation, May is the final deadline,” the CEO stressed.

Context

Following large-scale attacks on Ukraine’s energy infrastructure during 2022–2025, the rapid restoration of generation capacity remains one of the key priorities for national energy security. DTEK is one of the largest private electricity producers in Ukraine and plays a systemic role in maintaining grid stability.
