A new large-scale investment project is being launched in Volyn region — the Horokhiv industrial park, with total investment estimated at nearly UAH 1.6 billion. The Cabinet of Ministers of Ukraine has officially registered the park by including it in the state register of industrial parks. This was reported by the Ministry of Economy of Ukraine.
The industrial park is being created at the initiative of the Horokhiv City Council. Its territory will cover nearly 13.8 hectares, and its planned operating period is 30 years. According to preliminary estimates, the launch and development of the site will create around 690 new jobs in the region.
About UAH 1.587 billion is planned to be raised from various sources for the construction and development of the park’s infrastructure. Financing will be provided through funds from the project initiator, state support, as well as investments from future residents and partners of the industrial park.
According to the approved concept, the park will be focused on the development of processing industries and the creation of higher value-added manufacturing. Its territory is expected to host enterprises engaged in the processing of agricultural products, food production, woodworking, the manufacture of wood and cork products, as well as logistics and warehouse complexes.
In addition, priority areas of activity will include the production of fuel chips from agricultural processing waste, textile manufacturing, garment production, scientific and technical activities, as well as the establishment of laboratories for testing the quality of raw materials and finished products.
Vitalii Kindrativ, Deputy Minister of Economy of Ukraine, noted that Volyn region has significant potential in woodworking, but currently the region mainly exports raw materials with a low level of processing. According to him, the Horokhiv industrial park is intended to become a platform for the development of deep wood processing and the creation of higher value-added products within the country.
The development of industrial parks remains one of the key instruments of Ukraine’s industrial policy. According to the Industrial Parks of Ukraine group of companies, as of the end of 2025 there were 118 industrial parks in the state register. During the year, the list was expanded by 27 new sites, with most of them being private initiatives — 19 private versus eight municipal.
Lviv region remains the leader by number of industrial parks, with 20 such sites concentrated there. It is followed by Kyiv region with 15 parks and Zakarpattia region with 12.
An additional incentive for the sector’s development came from the update of the rules for state support of industrial parks, approved by the Cabinet of Ministers on March 14. The new mechanisms provide for expanded incentive programs for frontline territories, as well as the possibility of financing the restoration of engineering and transport infrastructure damaged as a result of wartime shelling.
