Ukrainian entrepreneur Maksym Shkil, owner of the road construction company Autostrada and the investment group MS Capital, has announced his intention to acquire the nationalized PINbank. The businessman disclosed this in a comment to the publication Ekonomichna Pravda.
According to Shkil, he has already submitted documents to the National Bank of Ukraine (NBU) as an individual in order to participate in the tender for the acquisition of the bank. If the regulator approves the transaction, the entrepreneur plans to develop PINbank as a retail-oriented financial institution, primarily focused on small and medium-sized businesses as well as private clients.
Shkil stated that he is ready to invest around $30 million in the development of the banking business over the next two years. He emphasized that his team has significant experience and professional expertise in the banking sector and has already prepared a development plan for the bank. According to him, if the acquisition price is reasonable, he is prepared to invest in the project.
The entrepreneur also stressed the transparency of the origin of his funds, noting that all his income is fully official and can be verified.
Under the rules, only candidates who have passed preliminary qualification by the National Bank of Ukraine are allowed to participate in the competition for the bank’s acquisition. The regulator verifies their business reputation and sources of funds. In addition, potential buyers must submit an application to participate in the tender organized by the Deposit Guarantee Fund of Individuals. The deadline for submitting applications is March 17.
Maksym Shkil is the owner of the MS Capital holding, which includes five companies operating in various sectors of the economy:
- First Logistics Company – engaged in railway logistics;
- Autostrada Group of Companies – operating in road and bridge construction;
- Pryluky Agricultural Company – an agribusiness enterprise;
- Audi Center Odesa Yug – operating in the automotive dealership sector;
- Bekhiv Granite Quarry – engaged in granite extraction and processing.
According to the analytical system YouControl, the financial performance of the group’s core construction business has grown significantly. The revenue of Autostrada Group LLC amounted to UAH 8.1 billion in 2023 and increased to UAH 10.8 billion in 2024.
Autostrada gained wide recognition in Ukraine during the implementation of the government’s presidential infrastructure program “Great Construction”, aimed at developing national infrastructure. Today the company is considered one of the leaders of the Ukrainian road construction market alongside major players such as Avtomagistral-Pivden and the Ukrainian division of the Turkish company Onur.
PINbank itself was nationalized in January 2024 and transferred to the ownership of the Ministry for Communities and Territories Development of Ukraine, which holds 88.9% of the bank’s shares. The remaining shares are held by minority shareholders who are individuals.
The bank was confiscated following sanctions imposed on Russian businessman Yevgeny Giner, who had been one of the bank’s shareholders. These sanctions were introduced approximately one and a half years before the nationalization.
During the full-scale war in Ukraine, the bank’s financial condition deteriorated significantly. Its key indicators show a persistent negative trend:
- Net assets declined from UAH 3.2 billion in January 2022 to UAH 212.7 million in January 2026;
- Regulatory capital decreased nearly fivefold, from UAH 378 million to approximately UAH 79.1 million;
- Net loss in 2025 amounted to UAH 63.2 million.
Currently, PINbank operates seven branches in Kyiv, Lviv, and Kharkiv. Since January 2020, the bank has been chaired by Dmytro Zolotko, who previously worked as an advisor to the chairman of the state-owned Ukrgasbank.
Earlier, Ukrposhta CEO Ihor Smelyansky expressed interest in acquiring PINbank, intending to transform it into a postal bank. However, the National Bank of Ukraine opposed this initiative.
In February 2026, the NBU declared PINbank insolvent. The main reasons cited were loss-making and risky operations, as well as the bank’s failure to comply with minimum regulatory capital requirements.
