Norway to Provide Ukraine With About $150 Million for the Winter Period

Norway will allocate approximately $150 million to help Ukraine maintain electricity and heating supplies during the winter amid Russia’s destruction of its gas infrastructure

On October 22, Norwegian Prime Minister Jonas Gahr Støre announced a new aid package for Ukraine worth around $150 million (1.5 billion Norwegian kroner). The funds are intended to ensure stable electricity and heating supplies during the winter, particularly in light of Russia’s attacks on Ukraine’s energy and gas infrastructure.

The announcement was made during Støre’s meeting with Ukrainian President Volodymyr Zelenskyy in Oslo. The Prime Minister emphasized that Norway firmly supports Ukraine and will continue its assistance in coordination with the country’s real needs. He added that Norway maintains an ongoing dialogue with the Ukrainian authorities, including the President and members of the government, and has already developed a support plan through 2026 to ensure long-term stability of aid.

The context of this support is especially significant as Russia resumed large-scale strikes on Ukraine’s gas production infrastructure in early October — facilities that supply 80–90% of the country’s domestic gas consumption. The most severe attack occurred overnight on October 3, when, according to Bloomberg, Russia destroyed around 60% of Ukraine’s gas extraction capacity.

If such attacks continue, the agency estimates that by the end of March 2026, Ukraine may need to import about 4.4 billion cubic meters of gas worth approximately €2 billion to cover the deficit.
