Operating Oil Processing and Storage Complex Near EU Border Put Up for Sale in Western Ukraine

According to InVenture, a 100% stake in an operating oil processing and storage complex located in western Ukraine, close to the European Union border, has been put up for sale

According to the announcement, the asset includes an oil depot, privately owned land plots, a hydrocarbon processing equipment complex, and an operating company with valid permits. The facility may be of interest to investors operating in the petroleum products, fuel logistics, storage, and small-scale refining sectors.

A key component of the complex is the oil depot, whose infrastructure allows petroleum products to be received and dispatched by both road and rail transport. The simultaneous storage capacity reaches 3,000 cubic meters of petroleum products. The tank farm consists of 28 tanks of various capacities, which have recently undergone technical inspection and are equipped with level gauges and flow meters.

An important logistical advantage of the facility is the presence of a public railway track located directly adjacent to the oil depot territory. Under existing agreements, Ukrzaliznytsia provides and removes rail tank cars for loading and unloading petroleum products. The track can accommodate up to 16 tank cars simultaneously, with an optimal handling capacity of eight cars at a time.

The complex of buildings and structures is located on a privately owned land plot with a total area of 1.5775 hectares. The land designation allows for the placement and operation of primary, auxiliary, and supporting buildings and facilities for processing, machinery manufacturing, and other industrial enterprises.

An additional investment asset is the “Sirius-15” modular hydrocarbon processing unit, manufactured in 2018. The equipment is designed for primary processing of gas condensate, producing straight-run gasoline, straight-run diesel fraction, and M-100 fuel oil. The unit has a processing capacity of 1,500 cubic meters per month.

The processing complex includes a rectification unit, heat exchanger block, de-gasolining unit, furnace block, cooling tower, evaporator, diesel generator, steam generator, storage tanks, and pumping equipment. The equipment is installed on a concrete площадка of approximately 200 square meters.

The asset is being sold together with the operating company, which leases the oil depot and processing complex and holds the required operational permits for business activity. Such a deal structure may simplify the launch or scaling of operations for the buyer after acquiring the asset.

Given its location in western Ukraine, proximity to the EU border, privately owned land, operational logistics infrastructure, tank storage facilities, and its own processing equipment, the asset may be of interest to both strategic industry investors and companies seeking a platform to develop fuel storage, transshipment, or processing operations.
