Ukraine allows foreign companies to build large facilities in Ukraine without additional licenses

The Cabinet of Ministers amended a resolution, opening the possibility for representative offices of foreign companies and organizations in Ukraine to engage in the construction of large facilities

 The Ukrainian government amended Resolution No. 314 to allow foreign firms and organisations to undertake large-scale construction projects in Ukraine.

Foreign firms will be granted the right to engage in construction activities without the need to obtain a licence. The amendment will be in effect during martial law.

This amendment refers to the construction of facilities that are classified as objects with medium (CC2) and significant (CC3) effects.

Objects with medium (CC2) effects are residential buildings five floors high or more. Objects with significant (CC3) effects are apartment buildings over 100 metres high, large public buildings, industrial facilities, universities, colleges, schools, preschools, shopping centres, hospitals, and so on.

The Ministry of Reintegration said that the government’s decision will improve the regulatory framework governing the conduct of foreign companies in Ukraine.
