Western Ukraine to Host Its Largest Solar Power Plant with Capacity up to 250 MW

In the Chernivtsi region, the Kernel Group will construct a solar power plant with a capacity of up to 250 MW — the largest in Western Ukraine — with total investments exceeding ₴5 billion

The Chernivtsi region is preparing to launch a major energy project — the construction of the most powerful solar power plant (SPP) in Western Ukraine.

The project will be implemented by Chernivtsi Solar LLC, part of the Kernel Group, one of the country’s largest agribusiness holdings. The power plant will be located in the city of Kitsman on a 212-hectare site. Its planned minimum capacity is 234 MW, with the possibility of expanding up to 250 MW.

According to Ivan Semeniuk, Acting Mayor of Kitsman, this will be the largest and most powerful solar power station in Western Ukraine. He noted that the project will attract more than ₴5 billion in investments, create up to 200 new jobs, and generate sustainable budget revenues for the local community.

During the construction phase, the project will provide 100–200 jobs, while annual budget revenues are expected to reach about ₴8.7 million initially, increasing to ₴12 million per year as operations expand. The land lease agreement has been signed for a period of 25 years.

The project has already passed all preparatory stages — from land allocation to investor approval. The design phase is now being finalized, and construction of the first phase of the solar plant is scheduled to begin in spring 2026, Semeniuk added.

For comparison, the largest solar power plant in Ukraine today is the Nikopol SPP (Solar Farm-1 LLC) in the Dnipro region, with a capacity of 246 MW. It was commissioned in February 2019 and remains the most powerful in the country and one of the largest in Europe.

Thus, the construction of the Kitsman Solar Power Plant in Bukovyna will become one of the largest energy investment projects in the region, contributing to Ukraine’s energy independence and attracting significant private capital to the country’s western territories.
