Another coastal hospitality asset in Odesa region is moving into private ownership: the “Raketa” recreation base, located on the Black Sea shoreline in the village of Lyman, Bilhorod-Dnistrovskyi district, has been privatized for UAH 1.62 million including VAT. The auction was conducted by the State Property Fund of Ukraine (SPFU), with only one participant — Invest House Plus LLC, which ultimately secured the asset. The starting price was set at nearly UAH 1.33 million.
The buyer will acquire a building of over 450 sq m, several auxiliary structures of approximately 30 sq m each, a separate sanitary facility measuring 41.9 sq m, a small 11.9 sq m reservoir, and a 377-meter fence. According to the SPFU, all structures are in satisfactory condition.
The base is located at 19 Zolokarska Street, Lyman village, on a recreational land plot within the Katranivka coastal resort zone. Importantly, the land itself is not part of the privatization package — only the buildings and structures are being transferred.
At present, the “Raketa” recreation base is under lease. Under the current agreement, the tenant may continue to use the facility until 10 February 2029.
The winning company, Invest House Plus, is linked to entrepreneur Yevhen Bohuslavskyi, who actively participates in privatization auctions. The firm’s primary business activity is real estate management.
Bohuslavskyi is known as the owner of the financial company Inkam. In 2023, acting on behalf of an investor, the company acquired debt rights from MR Bank secured by the Tsarsky City Resort fitness club in Kyiv. Bohuslavskyi later attempted to purchase the Kyiv Prosthetics Plant but was outbid by Roman Lunin, owner of the “Velyka Kyshenya” retail chain.
In recent years, entities associated with Bohuslavskyi have repeatedly won privatization tenders. In November 2024, Top-Offer, where he was a beneficiary, won the competition for the Bilhorod-Dnistrovskyi Sea Port, though ownership later passed to former MP Volodymyr Prodivus. In September 2025, Top-Offer also won the privatization auction of the state enterprise Spetsagro.
The SPFU continues its active privatization of recreational assets in Odesa region. Earlier, in October 2024, the “Moryak” recreation base near Lake Kagul was sold for UAH 2.5 million after a price increase from UAH 808,000. Meanwhile, the auction for the “Nauka” holiday base on 28 November 2025 set a record: 74 participants competed, pushing the final price to UAH 49 million — 109 times the starting bid.
