Budshlyakhmash has begun construction of a new production complex in Brovary, Kyiv region. The facility will cover approximately 3,000 sq m and will host the company’s new automotive frame manufacturing line. Production is expected to begin in mid-2026.
According to Dmytro Kysylevskyi, Deputy Head of the Verkhovna Rada Committee on Economic Development, in-house frame manufacturing will significantly raise the localization level of the company’s municipal and specialized vehicles. The current localization rate stands at 40–60%, but with the new line it could reach 75%.
Kysylevskyi explained that the existing level of localization has been made possible through licensed SKD assembly of vehicles based on Daewoo and JAC chassis, which grants the company the right to use its own VIN code. These agreements also allow for the gradual replacement of imported components with Ukrainian-made alternatives.
Once frame production is established, Budshlyakhmash plans to expand localization further by launching the production of wheel axles, as well as procuring tires, fuel tanks, and plastic components from domestic manufacturers.
At the same time, the company is preparing another major initiative. Next spring, it intends to begin developing a new site near Brovary to establish an industrial park with a machine-building cluster. The 11-hectare territory will host 40,000 sq m of industrial buildings. The total investment in this project is estimated at around $40 million.
Kysylevskyi noted that business interest in such initiatives is strongly driven by the current localization legislation. In 2025, public procurement of machinery requires a minimum Ukrainian content of at least 25%, and in 2026 this threshold will rise to 30%.
The Budshlyakhmash Group manufactures dump trucks, garbage trucks, truck cranes, road maintenance equipment, tow trucks, and other specialized machinery. In 2025, the company produces around 70 units per month.
The group’s financial performance remains strong. According to Opendatabot, Spetsbudmash — the plant where the group’s automotive equipment is manufactured — generated UAH 4.2 billion in revenue and UAH 298.5 million in net profit in 2024, and UAH 3.3 billion in revenue and UAH 265 million in profit over the first nine months of 2025. The company’s ultimate beneficiaries are Myroslav and Oleksandr Huivan.
Additionally, Budshlyakhmash Trading House LLC, responsible for sales, reported UAH 2.18 billion in revenue and UAH 22.9 million in profit last year, and UAH 138.7 million in revenue and UAH 1.9 million in profit for January–September 2025. Its ultimate beneficiary is Myroslav Huivan.
