Kyivstar Acquires Regional Provider Shtorm in Kirovohrad Region

Kyivstar has acquired regional ISP Shtorm in the Kirovohrad region, expanding fixed broadband coverage to more than 50,000 subscribers

National electronic communications operator Kyivstar, a subsidiary of Kyivstar Group Ltd, has announced the acquisition of regional internet provider ISP SHTORM LLC (brand Shtorm). The transaction is aimed at expanding the company’s presence in the fixed-line market and developing digital infrastructure in the regions.

In line with Kyivstar’s strategic priorities, the integration of Shtorm will expand geographic coverage and provide customers with more reliable and resilient internet access, particularly amid ongoing challenges in Ukraine’s energy system. Through this acquisition, Kyivstar strengthens its position in the fixed broadband segment and enhances its capacity to deliver stable digital services.

Shtorm operates in the Kirovohrad region, providing coverage in the cities of Kropyvnytskyi, Oleksandriia, and 132 additional localities. The provider serves more than 50,000 subscribers and utilizes modern PON, FTTB, and WiMAX technologies. The company owns a developed telecommunications infrastructure, which will expand Kyivstar’s technical capabilities following integration.

This acquisition is a logical step in implementing Kyivstar’s leadership strategy in Ukraine’s fixed communications market. The synergy of the two companies’ teams and expertise, combined with Kyivstar’s investment capacity, will enable us to deliver a new level of service quality to subscribers, both in telecommunications and in access to Kyivstar’s digital products, said Kyivstar CEO Oleksandr Komarov.

For more than 50,000 Shtorm customers, integration into the Kyivstar ecosystem will provide access to a broader portfolio of telecommunications and digital services, bundled solutions, and loyalty programs. At the same time, Shtorm’s network assets will strengthen the national operator’s infrastructure base.

A key condition of the transaction is the retention of the provider’s team. More than 100 specialists — including engineers, designers, customer service professionals, and other experts — will continue to support the network and subscribers in the region, reinforcing Kyivstar’s workforce.
