Owner of Meest Postal Group Acquires Former Medal Manufacturer in Lviv for UAH 107 Million

MIST Export LLC has won the privatization auction for Lviv-based state enterprise “Topaz Special Design Bureau” with a bid of UAH 107 million

MIST Export LLC, owned by entrepreneur Rostyslav Kisil (Meest), secured the acquisition of state enterprise “Topaz Special Design Bureau” in Lviv with a winning bid of UAH 107 million—ten times higher than the starting price. The company will also pay an additional UAH 21.4 million in VAT.

As part of the acquisition, the buyer will receive ownership of eight real estate assets, including six production buildings, a warehouse, and a transformer substation, totaling approximately 3,000 sq m. The deal also includes three used vehicles and 47 items of movable property and equipment.

The 0.38-hectare land plot on Lychakivska Street, where the facility is located, is not part of the transaction. The buyer will be responsible for resolving land use rights following privatization.

Topaz previously specialized in the production of commemorative and jubilee coins, medals, decorations, and awards, as well as dismantling decommissioned equipment containing precious metals.

Founded by Rostyslav Kisil in 1989, the Meest Group provides postal and logistics services in B2B, B2C, and C2C segments, delivering approximately 30 million parcels annually to over 70 countries. Historically focused on servicing diaspora communities, Meest now competes with domestic players like Ukrposhta and Nova Poshta in Ukraine’s postal market.
