Smart Tech Industry LLC intends to raise $13 million in investment to implement a project for the construction of a high-tech trout farming and deep processing complex in Poltava Region. The total investment in the project is estimated at $62.5 million. The project has been included in the Ukraine Investment Guide 2026, presented at the Ukraine Recovery Conference 2026 in Gdańsk, Poland.
The future production complex, Dolyna Foreli, is planned to be located near the village of Zasullia in Lubny district, Poltava Region. It will become part of the Smart Tech Industry industrial park and will consist of five production modules with a total capacity of up to 2,500 tonnes of products per year.
The project provides for the creation of a full production cycle — from fish farming to deep processing. The enterprise will produce chilled and processed trout fillets, cleaned and portioned fish, as well as a wide range of value-added products. In addition to its own production, the complex will provide fish processing, filling and packaging services for corporate clients, enabling it to serve third-party producers and processors.
The technological basis of the complex will be a Recirculating Aquaculture System (RAS), which ensures repeated use of water after treatment and is considered one of the most advanced technologies in industrial aquaculture. The project also provides for a high level of automation of production processes and the use of engineering solutions developed by Danish companies specializing in fish farming equipment.
The main target markets for the products are Ukrainian retail chains, hotels, restaurants and catering businesses, as well as European Union countries. Thus, the project is focused not only on import substitution, but also on the development of export opportunities.
According to information published in the investment catalogue, the project is at an advanced stage of readiness for implementation. Design work has already been completed, the necessary permits and expert conclusions have been obtained, and construction of engineering and transport infrastructure has begun. In particular, work is underway to connect gas, water and electricity supply networks required for the operation of the future complex.
The location of the enterprise within the Smart Tech Industry industrial park will allow investors to benefit from tax and customs incentives provided under Ukrainian legislation for residents of industrial parks, which is expected to increase the investment attractiveness of the project.
The estimated construction period for the complex is three years, while the stated payback period is estimated at 2.5 years after the facility is commissioned. The implementation of the project will create a modern industrial trout farming and processing enterprise in Ukraine, increase domestic production of fish products and expand the export potential of Ukrainian aquaculture.
