EU Allocates €2.3 Billion to Ukraine Under the Ukraine Facility

The EU Council has approved a new €2.3 billion tranche for Ukraine under the Ukraine Facility to cover social and humanitarian expenditures

The Council of the European Union has approved the disbursement of a new €2.3 billion tranche of financial assistance to Ukraine under the Ukraine Facility. The package includes €2.1 billion in loans and €200 million in non-repayable grants. The funds are expected to be transferred to Ukraine’s state budget in the near term. This tranche is part of the regular support provided under Pillar I of the Facility, which is designed to cover the country’s most urgent social and humanitarian needs.

The Ukraine Facility for 2024–2027 envisages total financing of approximately €50 billion for Ukraine, including €38.337 billion in direct budget support. Since 2024, Ukraine has already received more than €24.4 billion under the program, including over €8.3 billion in 2025.

To receive the new tranche, Ukraine implemented a set of reforms scheduled to be completed by the end of the third quarter of 2025. These reforms covered key areas such as public financial management, the judiciary, improvement of the business environment, banking sector regulation, the agri-food sector, strategic raw materials, the green transition, and environmental protection. Fulfillment of these reform commitments was a prerequisite for the disbursement.

Finance Minister Serhii Marchenko stated that the implementation of the Ukraine Facility ensures stable and predictable financial support, which is essential for maintaining budget liquidity and meeting social obligations. He emphasized that cooperation with the EU enables Ukraine to continue reforms and advance toward future membership in the European Union.

The European Union remains Ukraine’s largest financial donor, having provided €68.4 billion in assistance over nearly four years. In the first 11 months of 2025 alone, Ukraine received more than €26.4 billion from the EU.
