This is the sixth regular tranche under the program, and the funds have already been recorded in Ukraine’s state budget. The disbursement became possible following the adoption of the relevant decision by the EU Council and confirmation that Ukraine had met the required reform benchmarks and payment conditions.
Of the total amount received:
- €2.1 billion represents loan financing to be repaid by Ukraine;
- €200 million is provided as a non-repayable grant.
These resources will be primarily allocated to urgent social expenditures and humanitarian needs, including support for budget payments, social programs, and critical public services.
Ukraine Facility is a multi-year financial instrument of the European Union designed to support Ukraine during the war and throughout post-war reconstruction. It provides for up to €50 billion in financing for 2024–2027, including loans and grants aimed at balancing the state budget, strengthening macro-financial stability, and modernizing and reforming key sectors of the economy.
Since the launch of the program, more than €26.7 billion has already been transferred to Ukraine’s state budget, including over €10.6 billion in 2025 alone.
To receive the sixth tranche, Ukraine successfully completed eight key reform milestones, as well as one additional benchmark carried over from the previous, fourth tranche. These steps include measures to strengthen public finances, governance, transparency, and other areas aligned with EU requirements.
Overall, throughout the implementation of the mechanism, Ukraine has delivered more than 60 reforms under the Ukraine Facility framework, marking an important step toward European integration and the alignment with EU standards.
The European Union remains the largest source of financial assistance to Ukraine since the start of Russia’s full-scale invasion. Total EU support since February 2022 has exceeded €70.7 billion, with more than €28.7 billion provided this year alone.
EU analysts and officials emphasize that regular disbursements under the Ukraine Facility are critical for maintaining Ukraine’s macro-financial stability, supporting essential budget expenditures, and preserving social resilience amid a prolonged war.
