Italy’s Webuild to Provide Financing and Technology to Avtomagistral-South for Ukraine’s Infrastructure Recovery

Ukrainian construction firm Avtomagistral-South has signed a cooperation memorandum with Italian infrastructure giant Webuild to support infrastructure reconstruction projects in Ukraine

Ukrainian construction company Avtomagistral-South has entered into a memorandum of cooperation with Italy’s Webuild, a major player in the global infrastructure sector. The agreement outlines the provision of financing, engineering expertise, and advanced technologies to support the implementation of infrastructure projects in Ukraine, according to the company’s press service.

The memorandum was signed during the Ukraine Recovery Conference (URC2025) in Rome, where Avtomagistral-South was the sole representative of the Ukrainian construction sector.

Under the agreement, Webuild will be responsible for the financial and technical components of the projects, while Avtomagistral-South will lead project execution within Ukraine.

Additionally, Avtomagistral-South signed a separate cooperation agreement with Italian firm Technital, a company specializing in infrastructure design across various countries.

The partnership between Avtomagistral-South and Webuild began in 2023 through joint projects in Romania, including the construction of a bridge over the Danube led by Webuild.

Webuild operates globally — from the Middle East to the United States — and controls approximately 10% of Romania’s infrastructure market. As of the end of 2024, the company’s order backlog stood at €63 billion, with a workforce exceeding 93,000 employees.

Avtomagistral-South has completed several strategic projects in Ukraine, including the runway at Odesa Airport, the N-31 Kyiv–Dnipro expressway, the reservoir of the Dniester PSP, the main water pipeline in Kryvyi Rih, and the Desna River bridge on the Kyiv–Chernihiv highway.

In May 2025, the company was awarded a €460 million contract for the construction of a section of the “Arad–Oradea” highway in Romania. Previously, it successfully delivered infrastructure projects in Moldova and Romania, such as roadworks in Transylvania and the reconstruction of Satu Mare Airport.
