A new fish and meat processing enterprise is planned to be built in Khmelnytskyi region as one of the residents of the Teofipol Eco Park industrial park. The project will be implemented by Teo Eco Food LLC, a company linked to businessman Vadym Leivi, the owner of the Ukraine 2001 group of companies and chairman of the supervisory board of the Teofipol Sugar Plant.
According to the environmental impact assessment materials, the production complex will be located in the village of Koroviye in the Teofipol community on a 3.41-hectare land plot, which is part of an industrial park with a total area of almost 31 hectares. The park itself was registered by the Cabinet of Ministers in December 2024 and is being developed as an industrial site with infrastructure for processing and energy projects.
The project provides for the construction of a full-cycle complex that will include fish canning and meat canning workshops, production facilities for meat products and semi-finished products, an autoclave department, a packaging workshop, a finished goods warehouse, and administrative and utility premises. The planned production capacity of the enterprise will be up to 39.28 tonnes of products per shift, including around 25 tonnes of canned fish, 3 tonnes of canned meat, and more than 11 tonnes of meat products and semi-finished products.
The investment project also provides for the creation of around 225 jobs, making it one of the largest new employers in the region’s food processing sector. Ukrainian horizontal sterilization autoclaves produced by Rozfood are planned to be used for the enterprise’s technological equipment. Alternative equipment options from Turkey and Ukraine were considered but rejected for technical and economic reasons.
The environmental impact assessment documents state that no significant negative impact on the environment is expected, provided that the project solutions are complied with. In particular, the company states that there will be no exceedances of permissible air pollution standards and that the impact on water resources and the ecosystem will be minimal.
The Teofipol Eco Park industrial park is being developed next to one of Ukraine’s largest sugar plants, the Teofipol Sugar Plant. It was previously reported that waste from the plant’s production would be used to supply energy to the park’s residents. In addition, a biomethane plant was launched in the region in March 2026, strengthening the energy infrastructure of the industrial zone.
According to local authorities, the industrial park has already started attracting investors: agreements had earlier been signed with at least two enterprises — a meat products manufacturer and a company specializing in the production of paper and cardboard. The new processing complex is expected to become part of the formation of an agro-industrial cluster in the region.
