Ukraine Receives €4.36 Billion from the EU: €3.7 Billion for the Budget and €658 Million for Defence Procurement

The European Union has disbursed a new tranche of financing to Ukraine under the €90 billion Ukraine Support Loan programme for 2026–2027.

The European Union has transferred a new tranche of funding to Ukraine under the €90 billion Ukraine Support Loan programme for 2026–2027. The funds will support the state budget and finance defence procurement, primarily from Ukrainian manufacturers. The European Commission has also confirmed that Ukraine has fulfilled 12 conditions required to receive macro-financial assistance.

On 5 November 2026, Ukraine received €4.36 billion from the European Union under the Ukraine Support Loan programme, designed to finance the country's budgetary and defence needs in 2026–2027.

The disbursement was announced by Ukrainian Prime Minister Serhii Koretskyi, Ukraine's Ministry of Finance, and the European Commission.

The new tranche consists of two components:

  • €3.7 billion in macro-financial assistance to cover priority state budget expenditures, ensure the functioning of public institutions, and maintain macro-financial stability.

  • €658 million to finance defence procurement, including drones, missiles, radar systems, electronic warfare equipment, and ammunition for air defence systems.

According to the European Commission, most of the new defence funding is expected to be used to purchase products from Ukrainian companies, supporting the development of the country's domestic defence industry.

Prime Minister Serhii Koretskyi emphasized that the funds would be directed towards priority budget expenditures and the most urgent needs of Ukraine's Defence Forces.

Ukraine Meets 12 Conditions to Receive €3.7 Billion

The new macro-financial assistance tranche is the second disbursement under the relevant component of the Ukraine Support Loan in 2026.

The European Commission confirmed that Ukraine had fulfilled all 12 agreed conditions necessary to receive the financing.

These conditions covered several areas of reform:

  • Domestic revenue mobilisation. In particular, regulating the taxation of income generated through digital platforms and reviewing the VAT exemption for low-value commercial parcels imported into Ukraine.

  • Tax administration. Improving tax compliance and the efficiency of revenue collection.

  • Public financial management. Enhancing budget planning and increasing the efficiency of public expenditure.

  • Public investment management. Developing mechanisms for planning, selecting, and implementing public investment projects.

  • Customs reform and financial oversight. Modernising the customs system and strengthening external auditing.

European Commissioner for Economy Valdis Dombrovskis noted that fulfilling the conditions agreed with international partners demonstrates Ukraine's continued commitment to reforms and its efforts to strengthen economic resilience.

According to the Ministry of Finance, including the latest tranche, total budget support provided under the Ukraine Support Loan has reached €7.7 billion, of which €6.9 billion has been disbursed as macro-financial assistance.

Ukraine received the first €3.2 billion in macro-financial assistance on 25 June 2026.

€658 Million for Defence Procurement: Opportunities for Ukraine's Defence Industry

A separate component of the new financing is €658 million allocated to meet Ukraine's urgent defence needs.

This marks the seventh disbursement under the defence component of the Ukraine Support Loan.

The European Commission has identified the procurement of unmanned systems, missiles, radar equipment, electronic warfare systems, and air defence ammunition as priority areas.

A distinctive feature of the programme is the possibility of directing funds specifically towards products manufactured by Ukrainian defence companies.

This creates additional opportunities for manufacturers of drones, electronic warfare systems, weapons components, and other defence technologies.

For Ukraine's DefenceTech sector and defence-industrial complex, financing through the Ukraine Support Loan is important not only as a source of procurement contracts but also as a mechanism for supporting the expansion of production capacity.

More stable government orders can improve the predictability of manufacturers' workloads, creating conditions for investment in equipment, production expansion, and the attraction of private capital.

However, the specific impact on individual companies will depend on the structure of future contracts, procurement terms, and the actual allocation of funding.

How the €90 Billion Ukraine Support Loan Works

The Ukraine Support Loan is a special European Union lending mechanism established to finance Ukraine's most urgent needs in 2026–2027.

The programme was approved in February 2026 under EU Regulation 2026/467.

Total financing amounts to up to €90 billion, divided between two main areas:

Funding allocation Amount
Defence procurement and development of defence-industrial capabilities €60 billion
Macro-financial and budgetary support €30 billion
Total programme funding €90 billion

The European Union raises the funds through borrowing on international capital markets, backed by guarantees from the EU budget.

The mechanism for repaying the loan principal provides for the use of future reparations or other compensation payments from Russia to Ukraine.

Therefore, the Ukraine Support Loan is a lending instrument rather than non-repayable grant financing. At the same time, its special structure is designed to limit the debt burden on Ukraine.

The programme is implemented through several mechanisms, including EU macro-financial assistance, the Ukraine Facility, and defence procurement financing.

How Much Funding Has the EU Allocated to Ukraine for 2026?

In April 2026, the Council of the European Union approved the allocation of up to €45 billion to Ukraine for the first year of the Ukraine Support Loan programme.

The funding allocation for 2026 includes:

  • €28.3 billion to support Ukraine's defence capabilities and defence-industrial complex;

  • €8.35 billion in macro-financial assistance;

  • €8.35 billion in budgetary support through the Ukraine Facility.

According to the Ministry of Finance, as of 5 November, Ukraine had secured €15.8 billion to support its defence capabilities and €7.7 billion under the programme's budgetary component.

The timely disbursement of financing enables Ukraine to meet its budgetary commitments while preserving domestic financial resources for the security and defence sector.

European Commission Proposes Allocation of Another €45 Billion for 2027

On 30 October 2026, the European Commission took another step towards implementing the Ukraine Support Loan by presenting a proposal for allocating the remaining €45 billion earmarked under the programme for 2027.

Under the proposed allocation:

  • €31.7 billion is planned to support Ukraine's defence-industrial capabilities;

  • €13.3 billion is intended for budgetary support, split equally between macro-financial assistance and the Ukraine Facility.

The European Commission positively assessed Ukraine's financing strategy for 2027, submitted on 26 October.

The next step is the approval of the relevant decision by the Council of the European Union. The Commission expects to create the conditions for disbursements for 2027 to begin early next year.

However, Ukraine's new financing strategy indicates that even the allocated €45 billion will not be sufficient to cover all the country's needs.

According to estimates presented in European Commission documents, Ukraine's additional unmet financing needs for 2027 amount to approximately €27 billion for budgetary requirements and €40.9 billion for defence under the baseline scenario.

These funding gaps are additional to the financing already envisaged under the Ukraine Support Loan and may change depending on the security situation, international commitments, and other sources of assistance.

Consequently, attracting further funding from international partners remains one of the principal objectives of Ukraine's financial policy.

The Importance of European Financing for Ukraine's Economy

The latest Ukraine Support Loan tranche strengthens two key pillars of the country's financial stability.

The first is ensuring stable financing of the state budget, including social spending and other priority expenditures.

The second is supporting Ukraine's defence capabilities, including the development of its domestic defence-industrial complex.

For Ukrainian businesses, the programme's defence component is particularly important, as it enables procurement from domestic manufacturers and generates additional demand for the products of defence enterprises.

As a result, European financing can simultaneously address Ukraine's immediate defence requirements and contribute to the development of the production capacity, technologies, and expertise of the Ukrainian defence industry.
