Ukrainians Invest Record UAH 137 Billion in Domestic Government Bonds

Investments by Ukrainian individuals in domestic government bonds increased by more than 60% year-on-year and reached a record UAH 137.2 billion, reflecting stronger demand for government securities

Investments by Ukrainian individuals in domestic government bonds, or OVDP, reached a new all-time high and exceeded UAH 137.2 billion as of the beginning of May 2026. This was reported by the Ministry of Finance, which noted a significant increase in citizens’ interest in government securities.

According to the ministry, in April 2026 the volume of investments by individuals increased by more than 61.3% compared with the same period last year. At the same time, investments by legal entities rose by 28.5%, reaching more than UAH 221.7 billion. As a result, individuals continue to increase their share in the ownership structure of OVDP, showing faster growth dynamics compared with businesses.

During April, the Ministry of Finance held 12 auctions for the placement of government bonds, raising the equivalent of UAH 17.3 billion for the state budget. The weighted average yield stood at 15.67% per annum in hryvnia, 3.23% in US dollars, and 3.13% in euros, maintaining the attractiveness of the instrument for different categories of investors.

In total, the amount of funds raised during the month exceeded UAH 20.3 billion, against an annual domestic borrowing plan of up to UAH 420 billion. For comparison, in 2025 the state raised around UAH 570 billion through OVDP placements. Since the beginning of the full-scale invasion, the total amount of funds mobilized through domestic borrowing has exceeded UAH 2.2 trillion.

As of May 1, 2026, OVDP worth more than UAH 2 trillion were in circulation. The largest share in the ownership structure is held by commercial banks at 47.09%, followed by the National Bank of Ukraine with 32.94%. Legal entities hold 11.07% of the portfolio, individuals 6.85%, insurance companies 1.23%, non-residents 0.79%, and territorial communities 0.02%.

According to the National Bank of Ukraine, since the beginning of 2026, investments by individuals in OVDP have increased by UAH 26.3 billion, or 23.5%. For comparison, over the whole of 2025, the increase amounted to 33.3%, or 42.6%. At the same time, the total volume of bonds in circulation this year has grown by only UAH 36.7 billion, or 1.9%, while last year’s increase was more significant at UAH 104.1 billion, or 5.6%.
