Ukrtelecom plans to enter the mobile communications market with U Mobile, a virtual operator that will operate under the MVNO model and use the infrastructure of another mobile operator instead of building its own radio access network. The information was reported by the industry community MZU.
The launch of U Mobile will mark Ukrtelecom’s expansion beyond its fixed broadband business. The company plans to combine mobile connectivity with its home internet services based on its GPON fiber-optic network. Customers are expected to be able to receive both fixed and mobile internet services under a single offering.
At the initial stage, U Mobile plans to offer two mobile tariff options with 15 GB or 60 GB of data. Each package will also include 500 minutes of calls within Ukraine and 15 SMS messages.
One of the features of the tariff model will be billing based on the calendar month. Unlike plans whose validity period may begin from the date of account top-up and last, for example, 28 days, U Mobile is expected to use a billing period running from the first to the last day of each calendar month.
The operator also plans to introduce a so-called “Easy Start” period. If a tariff is paid for, services will be provided without an additional charge until the first day of the following month.
Subscribers who complete identity verification or transfer their existing number to the U Mobile network using the Mobile Number Portability (MNP) service will be eligible for a 15% discount. An additional 5% discount will be available through a promo code. These terms are part of the commercial launch model and may change once the operator enters the market.
At the same time, the exact launch date of U Mobile has not yet been announced. The available information also does not disclose which mobile network Ukrtelecom will use to provide its MVNO services.
Ukrtelecom’s entry into the virtual mobile communications market comes amid changes in the structure of Ukraine’s telecommunications sector and increased infrastructure sharing among operators. In August 2026, Kyivstar and Ukrtelecom signed an Open Access cooperation agreement providing for the shared use of parts of both companies’ telecommunications networks.
The MVNO model enables a company to provide mobile services without building its own radio access network. A virtual operator leases the necessary network resources from an existing mobile operator while independently managing areas such as tariff policy, customer service, billing, and service promotion.
For Ukrtelecom, the launch of U Mobile represents an expansion of its product portfolio into mobile communications and an opportunity to integrate these services with its existing fixed internet business. At the same time, the company has not yet publicly disclosed the project’s financial parameters, investment volume, or expected number of subscribers.
