Azerbaijan’s ATEF Group Plans to Invest UAH 3 Billion in Electrical Equipment Plant in Zakarpattia Region

ATEF Group plans to invest UAH 3 billion in a transformer and electrical equipment manufacturing plant in Khust, western Ukraine. The project is expected to create approximately 500 jobs

ATEF Ukraine is developing a project to manufacture transformers and other electrical equipment in Khust. The 12-hectare industrial complex is expected to create approximately 500 jobs, and the company has already become a resident of the KHUST Industrial Park.

Azerbaijan-based ATEF Group plans to invest UAH 3 billion in establishing an electrical equipment manufacturing facility in Khust, Zakarpattia region, western Ukraine. The project is being implemented by ATEF Ukraine with support from UkraineInvest, the Ukrainian government's investment promotion and facilitation office.

The facility is expected to manufacture power transformers with voltage ratings of up to 750 kV, dry-type transformers, reactors, packaged substations, switchgear, relay protection and automation systems, and equipment for power transmission lines. The planned industrial complex will cover 12 hectares and create approximately 500 jobs.

A key milestone in the project's preparation was the admission of ATEF Ukraine LLC as a resident of the KHUST Industrial Park. According to a September 11 announcement by Ukraine's Ministry of Economy, the company signed an agreement to conduct business activities with the park's management company on August 14, 2026.

The industrial park itself was added to Ukraine's official register of industrial parks in May 2026. Covering more than 18 hectares, it was initiated by Friendly Windtechnology. The park's development concept includes the production of electrical equipment, cables, electrical installation devices, and technologies for alternative energy.

When the park was registered, the Ministry of Economy announced planned infrastructure investments exceeding UAH 1.2 billion and the creation of 538 jobs. These figures relate to the industrial park as a whole, while the UAH 3 billion investment and approximately 500 jobs are separately stated parameters of the ATEF project. Public announcements do not clarify whether the investment budgets overlap.

UkraineInvest and ATEF also signed a memorandum of understanding during the Carpathian Integration Initiative Summit in Bukovel. The cooperation includes project facilitation and support in establishing partnerships with Ukrainian companies.

Before the Ukrainian manufacturing facility becomes operational, ATEF Ukraine may accept transformer orders using the group's existing production facilities in Azerbaijan. UkraineInvest's announcement did not specify the plant's commissioning timeline, annual production capacity, or financing structure.

ATEF Group traces its origins to the Baku Dry-Type Transformer Plant, established in 1961. Following privatization in 1997, the company expanded its manufacturing operations and evolved into a diversified group of companies.

According to its corporate website, ATEF operates nine manufacturing plants and employs more than 2,000 people. The group produces transformers, high-voltage equipment, cable products, steel structures, and components, while also operating its own engineering, construction, and installation divisions. Its equipment and services are used in the energy, railway, and oil and gas industries.
