BIP to Develop Ukraine’s First Underground Industrial Park

Ukrainian company BIP is launching the country’s first underground industrial park in Kharkiv — a concept currently found in only five countries worldwide

Ukraine is set to establish its first underground industrial park, with the project to be implemented in Kharkiv by BIP, the company that manages the Volodymyr and Novovolynsk industrial parks. The initiative was announced by Dmytro Kisilevskyi, Deputy Chairman of the Verkhovna Rada Committee on Economic Policy.

Groundworks are scheduled to begin in the first quarter of 2026. According to BIP’s official Facebook page, the project is a direct response to the large-scale destruction of industrial infrastructure in the Kharkiv region caused by Russia’s military aggression.

“To preserve production capacity, safeguard jobs, and ensure worker safety, we are exploring the creation of an underground-format industrial park,” the company stated.

BIP reports that only three out of the 15 enterprises previously operating in the region’s industrial cluster — specializing in machine building, metalworking, hydraulic systems, and school furniture manufacturing — are currently active. The new facility will serve as an autonomous space designed to enable businesses to operate under elevated security risks.

“The underground industrial park project is not just a necessity, but an innovative approach to ensuring industrial resilience in the face of wartime threats. We believe Kharkiv can become a model of adaptive industrial infrastructure for the future,” the company noted.

The initiative has already gained support from international investors. For Kharkiv, this development could become a strategic response to current challenges and a significant step toward regional economic recovery.
