The European Bank for Reconstruction and Development (EBRD) plans to invest up to €100 million in affordable housing projects in Ukraine implemented by American entrepreneur Dell Loy Hansen through the Ladder to Prosperity program. Under the first phase of the initiative, the EBRD is ready to allocate €7.1 million for the construction of two residential complexes in the Kyiv region, which will provide 182 affordable apartments for internally displaced persons (IDPs), war veterans, and senior citizens.

The project envisions two housing models: affordable rental and rent-to-own. By 2029, approximately 1,800 apartments are expected to be built across various regions of Ukraine. The total project cost is estimated at €167 million.

In addition to housing construction, the project includes an educational component — an apprenticeship and internship program in the construction sector for at least 300 displaced persons, as well as support services for residents, including rehabilitation initiatives for those affected by the war.

The project is being implemented through the nonprofit organization “Hansen Mission in Ukraine”, as well as two project companies — “Hansen Affordable Housing” and “Hansen Affordable Housing Parkway House.” Currently, the program offers affordable rental housing in Sofiivska Borshchahivka, with prices about 30% below market rates — from UAH 11,000 for a one-bedroom apartment to UAH 15,800 for a three-bedroom unit.

Rent-to-own options are available in four locations: Hansen Town 2 in Tarasivka, Lisove Ozero in Kolonshchyna, a future project in Pukhovka, and another housing complex in Hlevakha. The first Hansen Town was opened in 2023 in Tarasivka, near Kyiv, for people who lost their homes due to the war.

Thus, the Hansen Towns project combines affordable housing construction with social support and educational initiatives, aiming to improve the living conditions of internally displaced persons and other vulnerable groups in Ukraine.
