International IT company ELEKS, founded in Ukraine and headquartered in Estonia, has acquired a controlling stake in ADM Interactive, an Estonian company specializing in digital solutions and software development. The financial terms of the transaction were not disclosed.

The acquisition is expected to strengthen ELEKS’ position in public sector digital transformation and expand its ability to deliver projects across Europe and emerging markets. Following the transaction, ADM Interactive’s existing shareholders and management team will continue to run the company, while its Estonia-based team is expected to grow.

Founded in Tallinn in 1997, ADM Interactive develops web portals, self-service platforms, and mission-critical software solutions for public and private sector organizations in Estonia and other countries.

As a result of the acquisition, ELEKS will gain a stronger local team and additional management expertise in Estonia. The companies’ joint activities will focus on public sector digital transformation, secure digital government services, and other strategically important areas.

ELEKS was founded in Ukraine in 1991, while the group is currently headquartered in Estonia. The company employs more than 2,000 professionals and operates approximately 20 offices across Europe, North and South America, and Asia. Its development centers are located in several countries, including Ukraine, Poland, Croatia, Argentina, and the United States.

ELEKS CEO Andriy Krupa said the company intends to combine Estonia’s experience in building a digital government with the scale and resilience of Ukrainian engineering expertise to develop solutions for public sector and commercial clients across Europe.

The transaction also builds on cooperation between Estonia and Ukraine in digital transformation. ELEKS and ADM Interactive have previously collaborated on public sector projects in Ukraine and emerging markets. Business ties between the companies have been supported by the governments of both countries and international development organizations.

Ukraine’s Ambassador to Estonia, Volodymyr Boiechko, said that combining Ukraine’s technological capabilities with Estonia’s experience in developing digital government services could contribute to the creation of solutions that would be in demand not only in Ukraine and Estonia but also across the broader European market.
