EBRD Approves Up to €75 Million in Financing for Ukrhydroenergo Hydroelectric Power Station

The EBRD is preparing to provide Ukrhydroenergo with a loan of up to €75 million and expects to secure additional donor grants of up to €20 million to modernize equipment at key hydropower stations

The European Bank for Reconstruction and Development (EBRD) is preparing to extend a long-term priority loan of up to €75 million to Ukrhydroenergo. The funding will be directed toward the procurement of critically important equipment for the Dnipro Hydropower Plant and several other stations operated by the company. The project has already passed its final review and is now awaiting approval.

In addition, the EBRD expects that the loan may be supplemented with investment grants from international donors amounting to up to €20 million, subject to availability. The project is anticipated to receive partial guarantees from the European Union under the Ukraine Investment Framework.

The financing package includes the purchase of hydropower equipment — a new turbine and generator for the Dnipro HPP, which sustained damage as a result of Russia’s military aggression. It also provides for the procurement of new hydromechanical equipment — overhead covers for the Kyiv HPP and PSPP Cascade and the Kaniv HPP. Existing components at these facilities are worn, outdated, have undergone repeated repairs, and no longer meet modern technical standards.

Earlier, at the Ukraine Recovery Conference (URC2025) in Rome, the EIB Group and the European Commission announced a new €600 million EU financing package aimed at supporting critical energy and transport infrastructure and assisting the recovery of small and medium-sized enterprises. Within this package, Ukrhydroenergo is set to receive an EIB loan of €120 million for the reconstruction of three strategic hydropower plants — Kaniv, Kremenchuk, and Dnipro — as well as to address urgent needs at other company facilities.
