OKKO to Build Second 192 MW Wind Power Plant for €300M

OKKO Group plans to begin construction of its second wind power plant — Zaturtsi WPP in Volyn region — in 2026, with a projected capacity of 192 MW

The project is valued at €300 million (including VAT) and will be financed through a combination of OKKO’s own capital and external loans. Project design and preparatory works are currently underway, with full commissioning expected by 2028. The International Finance Corporation (IFC) and the European Bank for Reconstruction and Development (EBRD) are considering participation in the financing. The project is currently undergoing due diligence and awaits approval by the management and boards of both institutions. Mandate letters were signed with IFC and EBRD during the Ukraine Recovery Conference 2025 in Rome.

Zaturtsi WPP will be one of the largest wind power plants in Ukraine and the second-largest located in government-controlled territory. It will feature 32 turbines with a capacity of 5.9 MW each, delivering approximately 612 GWh of electricity annually.

OKKO’s first wind project, Ivanovychi WPP, also located in Volyn region, began construction in 2024. Turbine installation is currently in progress. The plant will have a capacity of 147.2 MW, with capital investments estimated at €257 million (including VAT). Of that amount, €100 million comes from OKKO’s own funds, and €157 million is debt financing from EBRD, IFC, and the Black Sea Trade and Development Bank (BSTDB).

According to OKKO CEO Vasyl Danylyak, the company plans to build nearly 1 GW of energy capacity by 2030.
