The State Property Fund is determined to be the subject of management of the entire property complex of the former structural unit of the Express Hotel, the State Enterprise "Ukrainian Passenger Service Center for Railway Transport of Ukraine" at 38/40 Taras Shevchenko Boulevard, in Kiev for its further privatization or lease.
The 15-storey Express Hotel is located in the center of Kyiv opposite the Central Railway Station. Construction of the hotel began in 1978 and was completed in 1985.
It is known that since 2001, the Express Hotel was leased from the private company "Ukrainian Passenger Service Center for Railway Transport of Ukraine" (not a state enterprise).
According to the SBU, in the 2000s, the head of the South-Western Railway, Alexey Krivopishin, illegally rented out part of the premises of the Express Hotel. In total, the official was accused of stealing more than 50 million hryvnia.
The hotel's lease expired on July 31, 2023, after which it was returned to government ownership.
At the same time, the former tenant did not allow government representatives to enter the facility and interfered with the work of auditors and tried to carry out a raider takeover of the hotel.
Over the past few years, the Ministry of Infrastructure has repeatedly appealed to the authorized bodies about the need to return the facility to state ownership due to violation of the terms of the lease agreement, as well as losses due to the reduced cost of rent. According to the agreement, the cost of 1 m2 of hotel premises per month averaged 12 UAH, while, according to experts from international real estate agencies, the cost of similar properties in the center of the capital of Ukraine is at least 800 UAH.
