Vodafone Ukraine to build underground data center and digital corridor through the Black Sea

Telecom operator Vodafone Ukraine presented a project for the construction of a modern underground data center in Ukraine that meets international reliability standards at the Ukraine Recovery Conference 2026 held in Gdansk, Poland. The company’s press service announced this on June 30.

According to the operator, the future facility has already received international Tier III certification both at the design stage and for future operation. This status confirms that the data center meets high requirements for fault tolerance, business continuity, and the reliability of its engineering infrastructure.

The underground data center project is planned to be implemented in combination with the international Kardesa initiative, a new subsea fiber-optic cable system that will run along the bottom of the Black Sea. The cable network will connect four countries, with landing points on the coasts of Bulgaria, Turkey, Georgia, and Ukraine.

The company says the implementation of the Kardesa project will make it possible to create additional regional digital data transmission routes, improve the reliability and speed of international internet connectivity, and support investment in the digital economies of the participating countries.

The first cable landing point is planned to be built in Bulgaria in 2027, after which the network will be extended sequentially to Turkey, Georgia, and Ukraine.

The company’s financial performance indicates continued business growth. At the end of 2025, Vodafone Ukraine’s revenue increased by 14% year-on-year to UAH 27.8 billion, while net profit rose by 18% to UAH 4.18 billion.

In the first half of 2025, the operator generated UAH 13.52 billion in revenue, up 15% from a year earlier. At the same time, net profit for the period declined by 13% to UAH 1.71 billion.

The company attributes revenue growth to the development of its fixed-line business, increased consumption of data services, expansion of its internet user base, and higher revenue from both mobile and fixed communications services.

According to the National Commission for the State Regulation of Electronic Communications, Radio Frequency Spectrum and Postal Services, Kyivstar remained Ukraine’s largest operator by revenue in 2025, with UAH 44.16 billion. Vodafone Ukraine ranked second with revenue of UAH 25.59 billion, while lifecell was third with UAH 15.74 billion. Compared with 2024, the revenues of the three largest mobile operators increased by 20.3%, 13.1%, and 19.1%, respectively.
