Construction has resumed in Dnipropetrovsk Region on a 30-kilometre section of the N-31 Dnipro–Reshetylivka highway worth UAH 10.6 billion after a five-year pause, with plans for a partial traffic opening and UAH 7.37 billion in financing allocated for 2026.
Works have been restarted in Dnipropetrovsk Region on one of the largest infrastructure projects under the “Big Construction” programme — the N-31 Dnipro–Tsarychanka–Kobeliaky–Reshetylivka highway, which is positioned as Ukraine’s first modern highway. The resumption of construction was announced by Avtomagistral-Pivden, the contractor of the project.
The works concern the second stage of construction — a 30-kilometre section from the Dnipro–Donbas canal to the border with Poltava Region. Works on this section were suspended for around five years and were effectively frozen after the start of Russia’s full-scale invasion in 2022. As a result, traffic continued to move along the old route through worn-out and narrow road infrastructure passing through settlements.
According to the contractor, active preparatory and construction works are currently underway at the site. These include earthworks for the roadbed, laying of slag crushed stone, continued construction of one of the monolithic tunnels connecting local roads, waterproofing of reinforced concrete culverts, and installation of curbstones on sections that have already been partially asphalted.
The company notes that, given the current level of readiness, there is a possibility of partially opening traffic on the second section by the end of the year, although with certain restrictions for vehicles.
At the same time, construction has also resumed in Poltava Region. At the end of May, for the first time since the start of the full-scale war, works were restarted on three sections of the N-31 highway: on the Reshetylivka bypass near the village of Khoruzhi, on the overpass near Butenky, and in the settlement of Berezhivka. The total length of the highway is 138.4 kilometres, of which around 79 kilometres in Poltava Region are planned to be built with concrete pavement.
The N-31 highway project, which has been under implementation since 2017, is positioned as Ukraine’s first modern European-style high-speed transport corridor. In 2022, the first section of the road within Dnipropetrovsk Region — from Dnipro to the Dnipro–Donbas canal — was opened. After that, construction of the second stage was suspended due to the war.
Under the contract signed with Avtomagistral-Pivden in 2020, the total cost of works amounts to UAH 10.6 billion. At the same time, Ukraine’s public procurement system Prozorro indicates that UAH 7.37 billion in financing has been allocated for the project in 2026, confirming its restart and large-scale budget support.
The resumption of construction of the N-31 highway is regarded as an important infrastructure project aimed at improving transport connectivity between Dnipro and Ukraine’s central regions, reducing the burden on local roads, and increasing the logistics efficiency of the regional road network.
